01What it does
Fathom is a read-only query/census instrument over the Datastake forge/live databases, parameterised reads (row counts, field-shape census, coverage) with no write verb reachable through it by construction.
Without it, the estate cannot answer "what does a real collection actually look like right now" without a human hand-running an ad hoc script against production every time the question comes up.
03Who it works with
A substrate member is called, never run. Everything below reads its declared contract at the moment it needs it, which is why it has no step of its own in any workflow.
